As the 2026 Simi Valley mayoral race begins to take shape, mounting lawsuits, reported complaints, and financial uncertainty surrounding the Simi Valley Unified School District are beginning to emerge as major political issues for mayoral candidate Kareem Jubran.
At the center of many of those concerns is SVUSD Superintendent Hani Youssef, who also serves as the 2026 Chairperson of the Simi Valley Chamber of Commerce Board. Holding leadership roles in both the educational and business communities has made Youssef one of the most visible public figures in Simi Valley — and has amplified public attention surrounding the district’s growing challenges.
Importantly, Youssef operates under the oversight and authority of the Simi Valley Unified School District Board of Trustees, including longtime trustee and former Board President Kareem Jubran. The Board of Trustees is responsible for evaluating the superintendent, overseeing district finances, approving policy, and ensuring accountability throughout the school system. Because Jubran has served for years in district leadership, many community members are increasingly connecting the district’s controversies and administrative concerns to his campaign for mayor.

Like many California school districts, SVUSD faces declining enrollment, rising pension obligations, staffing pressures, and long-term budget uncertainty. However, concern intensified after reports that Superintendent Hani Youssef had asked the Board of Trustees — including Kareem Jubran — to consider placing a new district tax measure on the 2026 ballot that could increase taxes on Simi Valley residents.
For many local families already struggling with California’s rising cost of living, the possibility of additional taxes has become a serious concern. Residents continue facing fuel prices approaching six dollars per gallon, rising grocery bills, elevated insurance costs, expensive housing, and increasing utility expenses. Some community members question whether taxpayers should potentially face higher taxes while the district continues dealing with lawsuits, criticism, and administrative disputes during Jubran’s tenure on the Board of Trustees.
Still, financial concerns may not be the most politically damaging issues confronting the district.

A growing number of lawsuits against Simi Valley Unified School District have raised troubling questions about district culture, administrative oversight, and student safety during Youssef’s tenure as superintendent.
Simi Valley High School Lawsuit
One of the most serious cases, filed in Ventura County Superior Court as Case No. 2025CUCR054429, centers on allegations involving Simi Valley High School and names Vice Principal Annette Babakhanian, Principal Baxter, Assistant Superintendent Jerry Block, and Special Education Programs Director Kendall Forrester in the complaint.
According to court filings, a female student allegedly endured months of severe bullying, sexual harassment, intimidation, and emotional distress during the 2023–24 school year. The lawsuit claims students subjected her to degrading sexual slurs, false rumors, threats of sexual assault, and repeated intimidation. One allegation describes approximately fifteen male students surrounding the student while making sexually explicit comments and discussing assaulting her. The complaint states the student feared for her safety and had to physically force her way out of the group.
The lawsuit further alleges that despite repeated reports to administrators, school officials failed to conduct meaningful Title IX investigations or adequately discipline the students involved. Court filings claim some administrators minimized the seriousness of the incidents and failed to provide adequate protection for the student. The complaint further alleges the student suffered severe emotional distress and was eventually removed from the district because her family no longer believed the school could keep her safe.
Santa Susana Elementary School Lawsuit
Another lawsuit filed in April 2026 focuses on allegations involving Santa Susana Elementary School. Filed by former paraprofessional Daisy Alcaraz, the complaint alleges inappropriate conduct involving vulnerable special education students.
According to the lawsuit, Alcaraz reported observing repeated aggressive and inappropriate behavior directed toward autistic and special education students, including screaming directly into a child’s face, physically pulling students by their clothing, throwing a student’s laptop, mocking autistic behaviors, and isolating students from classroom activities.
The lawsuit further alleges that after Alcaraz reported the conduct to district personnel and human resources, retaliatory actions followed. According to the complaint, the teacher later failed to intervene while a student physically assaulted Alcaraz, including repeatedly striking her while furniture was thrown inside the classroom. Court filings further allege that shortly after filing another formal complaint documenting the incidents, Alcaraz’s employment was terminated.
Growing Political Pressure on Jubran
While the allegations remain unresolved and disputed, the accumulation of lawsuits, reported complaints, financial uncertainty, and criticism surrounding district administration is creating mounting political pressure for Kareem Jubran.
For years, Jubran has served as one of the public faces of district governance through his role on the Board of Trustees and as former board president. As a result, some residents believe the district’s controversies and lawsuits may become difficult political issues for Jubran to distance himself from during the campaign.
That reality could ultimately become one of the greatest political challenges facing Jubran’s campaign.
